Groundswell Strategy was created to help mission-driven organizations turn bold ideas into durable change.

After more than a decade leading complex legal, policy, and organizational work at the intersection of justice and systems reform, I saw a consistent gap: strong ideas often struggle to move from vision to execution. Organizations face complicated legal landscapes, shifting political realities, and limited internal capacity — even when the mission is clear.

Groundswell Strategy exists to bridge that gap.

I partner with nonprofits, legal organizations, foundations, and institutions to design strategies that are practical, legally sound, and built for real-world implementation. The work combines strategic advising, litigation insight, leadership support, and systems thinking to help organizations move forward with clarity and confidence.

About Mike Pope

Mike Pope is a lawyer and nonprofit leader with deep experience in strategic litigation, organizational leadership, and justice system reform. He previously served as Executive Director of Youth Represent, where he led organizational growth, impact litigation, and national advocacy initiatives focused on expanding opportunity for young people.

He works with organizations seeking practical pathways to advance justice through strategy, law, and leadership.
